UCINA CONFINDUSTRIA NAUTICA, REPRESENTING THE WHOLE SUPPLY CHAIN, PARTICIPATED IN THE HEARING IN THE SENATE ON THE CHANGES TO THE NEW NAUTICAL CODE.
Yesterday, 3 October 2017, the hearing in the UCINA Confindustria Nautica Senate regarding the revision of the Nautical Code was held, attended by Maurizio Balducci, vice president of the trade association and Roberto Neglia, head of institutional relations.
In the last year and a half, UCINA Confindustria Nautica has played a coordination role between the Associations and the Administrations for the elaboration of the draft text of the reform resulting from the work of the 12 technical tables concluded in November 2016, tables in which UCINA participated , representing the entire pleasure boating chain, as the only accredited trade association.
“Subsequently, the shared text, released at the beginning of January, underwent radical changes that transformed it from the original version” – explained Maurizio Balducci, in his opening speech to the commission. What we must remember is that in our market, during these years of crisis, the wrong political choices have already paid dearly”.
“First of all – it was underlined by the delegation led by Balducci – to recover the reference to the telematic archive of pleasure craft” already a state law since 2012 but still not operational due to the lack of implementing decrees . The important simplifications already validated at a technical level must also be restored, in particular those for the registration of pleasure craft, for those for commercial use, that in favor of ships registered in the International register, on financial leasing, for the obligations of citizens Italians residing in a community country, for units coming from a foreign flag, for the use of the proof plate, on the professional title, on the correct definition of the professional figure of the pleasure boat broker, on the dry shelter of boats, on assistance and towing for boats and boats at sea, for adaptation to directive 2013/53/EU”, necessary to make the protection of the placing of products on the market effective. In addition to this, all the simplifications already approved by the technical working table on the regulation of the discipline on safety of pleasure craft and pleasure boating, including commercial ones, must be discussed and approved.
Finally, it is necessary to eliminate the bureaucratic burdens introduced in relation to nautical schools and training centres, tourist ports and mooring in protected areas.
UCINA Confindustria Nautica has therefore forcefully asked the Parliament and, in particular, the Senate, which in this legislature has distinguished itself for its interventions to relaunch and support the sector, to make the reasons for a development policy prevail and to adopt the work resulting from the technical tables. the work continues with the monitoring of parliamentary activity and the next hearing in the Chamber of Deputies which will be set shortly.
